Made sure plugin works on multiple versions (tested 1.16.4 and 1.8.8).
Plugin now doesn't activate legacy compatibility layer in 1.13+ (which slows the server down even if only one plugin activates it)
Removed redundant checks for command name (if it's registered as command executor it's just that name, so no point in checking it)
Added tab completion for /woo check (because it's more convinient to tab commands instead of typing them)

Merged the polish translation solo, the rest will be overwritten soon ( and changes were too large )
