This PR is a rework of PR #967 from the WEC-Sim master repo. This includes a folder of controller application cases including passive, reactive, latching, declutching, and model predictive controllers.

Hi @jtgrasb
Thanks for putting together all the controller examples. This will be really useful for WEC-Sim users. All the examples are good references for the different types of controllers that you have included in the documentation. This PR is ready to merge into the main repository. I am not sure if the tests that are not passing will cause problems when this is merged, I run all the examples locally and I didn't have any issues. I was using Matlab 2022b.
