This PR updates the variable mass to follow the workflow:

  1. Use variable mass inputs from user.
  2. If no variable mass input but variable inertia is present in the input file, assume equilibrium and use the provided variable inertia.
  3. If no variable mass or inertia is present, use the specified body mass and inertia for all variable hydro cases.

I also added some documentation for the updated variable mass example (PR 90 on Applications).
