If two bodies are connected by a cable and the bodies are allowed to move past each other, there's a possibility that the displacement of the cable's translational PTO can be negative. This PR updates
calcCableTension.mto account for this by calculating tension with the absolute value of the displacement between the cable end points.Also adds a test for calcCableTension under various normal and edge cases.
