Describe the bug

After adding the "Getting started with NAV" widget to a dashboard and following the tour in step 4/6 it should point to the "Add widgets" button, but it is simply shown in the middle of the page and not highlighting anything.

This change was introduced in #3471.

Expected behavior

To be shown next to the "Add widget" button and highlighting that button just as before the change:
