Dashboards can be exported and imported, but if the original "author" changes the dashboard it must be exported and imported again.

We want a dashboard that only the owner (or NAV admin) is able to edit, but several can subscribe to. When the owner edits the dashboard all subscribers see the changes immediately (as in they don't have to do anything more advanced than refresh their browser)
