The formatter in SQLcl 22.3.0 is not compatible with SQLDev 22.2.1

• The parse tree has changed
• The formatter produces different results
• Various tests fail with the libraries of SQLcl 22.3.0 namely dbtools-common.jar.

Amend the Arbori program to work with SQLcl 22.3.0. To use the latest formatter version in SQLDev you have to replace dbtools-common.jar in the SQLDev installation of 22.2.1.
