Banner of Provocation ( http://old.wowhead.com/item=21986 ) doesn't work when used in the Ring Of Law (located in Black Rock Dephs instance). When High Justice Grimstone ( http://old.wowhead.com/npc=10096 ) appears and you use the banner he should summon Theldren ( http://old.wowhead.com/npc=16059 ) and his gladiators. From whom you have to loot Top Piece of Lord Valthalak's Amulet ( http://old.wowhead.com/item=22047 ). Theldren should be summoned as the first boss in the encounter if you manage to use the banner fast enough or last if High Justice Grimstone is already summoning the first enemy when you use the banner.
