You're supposed to click on the object witch offers this quest and press on a few gossip options to proceed and take the quest afterwards but at the moment when you press on the first gossip option "Continue Reading..." nothing happens.
If my memory serves me correctly, there was a topic before we moved to github about objects with gossip options not having proper core scripts to offer quests.
