Before: When multiple windows are open, clicking Hide Panel or Show Panel in any window would apply the action to all windows.
This PR changes the behavior to only Hide or Show the panel in the focused window.

Additionally, it fixes an issue where the left panel could sometimes be resized to an abnormally small width after being hidden and shown again.
