The basic idea of this story is to extend the utility of the default Django User model to contain additional custom information allowing users to customize their individual TOM toolkit experience for a given TOM.

For this example I think we should do the following:

• Develop a "normal" and a "darkmode" css
• set up an interface to allow users to select between the modes
• update the docs, telling admin how to edit the specifics of each mode
• remember a user's preference for which mode they prefer
