When ingesting targets from data services, there is no way to easily handle new data for existing targets.
We should include a way to update target information when a TOM attempts to re-ingest a target from a broker.

There are two kinds of data that need to be updated:

• Update reduced Datums for existing Target via data service #1396
• Update Target data for existing target via data Service. #1397
