Describe the bug
When we create a new VCS gradeable, with a server hosted git repository, all existing students in the course have a repository created.

If we add a new student (after creating the git gradeable), that student doesn't have a repository automatically made.

[ I believe this is the current status -- we do have a bug report, haven't separately attempted to reproduce ]

Expected behavior
When we add a new student to a course, let's check the gradeables and if any are vcs (non team) let's create repos for those students for those gradeables.
