Issue body actions

• Make dependencies are wrong (rebuilds when nothing changed -- an issue with rsync)
• Record size of compiled executable in the log files
• Record autograding timestamp
• timestamp displayed for regular zip submissions
• timestamp displayed for SVN submissions
• display URL at the end of the output from the BUILD_COURSE.sh script.
