Describe the bug
When using the TA grading rubric, previewing another grader's comment causes the user's own comment window to disappear.

Expected behavior
Returning back to the user's own comment tab should allow for editing without needing to refresh the page.

To Reproduce
Steps to reproduce the behavior:

1. Pick a gradeable in the sample course that is in the Grading in Progress section
2. Add an "overall comment" as an instructor, and as a TA
3. Toggle between graders.
4. See error: No comment box
