Fixes the end-to-end tests for #5095 on Ubuntu 16.04.
We should also be installing the test packs (
examples,tests,asserts,fixtures,webui,chatops_tests) with Python 3 (st2cd PR incoming), but these relaxed asserts should also be merged to fix this the proper way.
