These lines were in st2.spec. They will need to be expanded in a follow-up commit.
Document all scripts, and update deb docs to better describe when various args might be used and add some missing variants.

This PR is working towards doing packaging via pantsbuild. Eventually, I hope to archive and stop using st2-packages.git.
I recommend reviewing each commit of this PR.
The first commit 41a7797 adds a few scripts that were not separate files in st2-packages.git, so they didn't get cherry-picked in:

The third commit 4ca7ec9 adds docs for all of the rpm scriptlets and deb maintainer scripts to help during refactoring.
