Describe the bug

Error which I get:
OOM command not allowed when used memory > 'maxmemory'.

That happens after few days of using multimaster replication.

• First keys are normally added and deleted after some time (ttl reached)
• Server is using more and more RAM even if there is all the time a similar number of keys.
• Server reach maxmemory and start to delete keys aggressively. That helps for some time, but number of stored keys is shrinking.
• Server is using memory as much as it is allowed to (in this example 150MB - I lower that value to easier reproduce problem) and don't allow to set any new record and in this same time there are no other records at all!
• I have situation when no records are stored, all allowed RAM is used, no new records are allowed.
• In this situation helps only flushall or restart of cluster. Interesting is that flushdb didn't help.

To Reproduce
It's hard to reproduce. It require hours of feeding DB with data. In my case there are both short records used as sessions and long records like SQL query cache.
