This PR is an experiment/follow up for CommunityToolkit#3429, which adds the new
TaskNotifierandTaskNotifier<T>to improve theSetPropertyAndNotifyOnCompletionmethods and make them both more performant, easier to use and working on UWP as well when using the .NET Native compiler.
