1. Adds pgAdmin4: - service definition - menu definition - documentation stub points to master branch 2. Consequential changes to PostgreSQL container: - Simplified `.env` substitution keys (environment file) so left hand side (actual environment variable) equals right hand side (`.env` substitution keys). - Adds `TZ`. - Added volume path for backup folder to support IOTstackBackup. - Reduced documentation to stub pointing to master branch.
