1. Adds pgAdmin4: - service definition - initial documentation 2. Consequential changes to PostgreSQL container: - By convention, master branch service definitions are aligned left. This service definition was conforming with the "indented by two spaces" convention for old-menu. Realigned. - Simplified `.env` substitution keys so left hand side (actual environment variable) equals right hand side (`.env` substitution keys). - Added volume path for backup folder to support IOTstackBackup. - Updated documentation.
