Issues Fixed

• Pi 1 builds take forever since chore(deps): bump pyzmq from 23.2.1 to 27.0.2 #2461 was pushed.

Description

• Reverts pyzmq from 27.0.2 back to 23.2.1
• We could pin Pi 1 builds to use pyzmq 23.x in the future.
