Create stubs for the Safe-DS library #926

Is your feature request related to a problem?
To implement DS pipelines in Safe-DS, we need stubs for the Safe-DS library.
Desired solution
Once the stub generator has progressed some more,
- generate baseline stubs,
- manually polish them,
- include them in the
src/resources.
