Bug Description

When editing the case investigation form for Influenza (could also be the case for other diseases, did not double check) as a national user, the free text field "Additional relevant pre-existing condition" is marked confidential, but it should be accessible for the National User role.

Reproduction Steps

1. Log in as National User
2. Navigate to Case Directory
3. Open Case "XFLO4C-ZCWWI7-NYBB7X-T6RDSFOY"
4. Check field "Additional relevant pre-existing condition"

Expected Behavior

The field should be accessible for all roles with the right to see confidential data
