Bug Description

Contact tab disabled for Pertussis, but through the Epidemiological data tab, it is still possible to create contacts and epidemiological links.

Reproduction Steps

1. Create a pertussis case
2. Select the Epidemiological data tab
3. Select Contact with source case know : Yes
4. This create a new contact ( the current case) visible in the contact directory
5. A new contact button will generate a new contact each time it is used (copied from the current case)
   ...

Expected Behavior

Contact tabulation should be visible and usable.
