Error when opening Case Investigation Form as National Clinician #13449

Bug Description

When you are logged in to the system as "National Clinician" and navigate the system, once you come back to the "Case" tab, it will show the following warning message:

The system will also show that the form has been changed when navigating away from the "Case" tab even though no changes have been made, but this issue is already tracked in #13442

Reproduction Steps

  1. Log in as National Clinician
  2. Open any case
  3. Go to any tab other than "Case"
  4. Click "Case" Tab

Expected Behavior

The system should load the case investigation form without showing a warning message.
