Describe the bug
i click the flip button and it does not save whether i close it or right click then save the image
im using windows 11 iot ltsc latest version

To Reproduce
Steps to reproduce the behavior:

1. open an image
2. click flip on the top left corner
3. either close the image or right click then save the image file
4. open the image again and its back to the unflip image

Expected behavior
either closing the image or right click then save the image file should permanently flip the image
