This is a simple PR that enables aggressive checking of APIs that are used against the deployment targeted. There has been recent discussion with additions of new APIs and handling backwards support so this will ensure that APIs that are being added conforms to the deployment being targeted.
Any warnings generated with APIs being used with an inconsistent deployment properly set should be resolved before added into the codebase to keep proper support for previous OS versions.
