Steps to reproduce

The v7.3.4 release pipeline: https://dev.azure.com/mscodehub/PowerShellCore/_build/results?buildId=357825&view=results

The Upload BuildInfo.Json stage in the pipeline succeeded. However, the stable.json file didn't get updated with the 7.3.4 version data. I have to manually update the stable.json file for the v7.3.4 release.

Expected behavior

When the `Upload BuildInfo.Json` stage in the pipeline succeeds for the v7.3.4 release pipeline, the `stable.json` should be updated.

Actual behavior

The `stable.json` is not updated.
