I think this issue was introduced in the latest version. (v3.1)
Let's say you want to select the top left part of a picture. In order to make sure you include all the pixels in the corner you hover the cursor outside the picture frame and hold mouse1 while moving the cursor.
However this doesn't work (anymore). The select tools only work inside the picture frame.
