Unlike the Classic theme, the Modern theme has a style sheet that hides most of the UI when a user is not authenticated. However, this takes effect even when Web UI authentication is altogether disabled (i.e. the particular group does not exist on the system.) The Modern theme should display all of the UI when authentication is disabled.
