task-194 (Eli). A pnpm workspace has a single root
pnpm-lock.yaml; the per-app lockfile that came over when collegemap was migrated in is redundant (pnpm ignores it) and just noise. Removing it. As more apps migrate in, their per-app lockfiles should be dropped the same way.CI install is
--frozen-lockfileat the workspace root, so this does not affect the resolved dependency graph.
