Fixing a bug where `warn_outputdt_release_desync()` was unintentially raised when startime was not 0.

Fixing a bug where
warn_outputdt_release_desync()was unintentially raised when startime was not 0.This caused the unit tests in e.g. Parcels-code/virtualship#75 to fail
