... and remove the FQCN as a class description. If that would leave the class docblock empty, add a perfunctory class description.

If that would leave the class docblock empty, add a perfunctory class description (where necessary these will be improved upon in a later PR in the series).
This is the second PR in a series to update the docs to align with the proposal in #734.
