pdal_util as an installed library is fine, but it is only ever linked by pdalcpp itself. A few of the pdal-built utilities like dimbuilder also link it, but no external applications that I know of link only pdal_util and not pdalcpp too.
If someone is using pdal_util as an library that's installed with PDAL, please speak up.
