Description of the issue:
At many points throughout the game flickering can be seen in the environement while the player
The issue is extremely visible with both HW renderer and less present but still visible with the SW renderer.
Because the issue is not as apparent and hard to capture in static screenshots here's a couple of clips
showing both OGL HW at first then switch to SW (DX HW exhibits the same issues).

No setting (including, CRC on None/Full/Agressive, native resolution, blending accuracy on ultra, mipmapping on full and trilinear ultra) seems to affect the issue in any way outside of setting the renderer to SW where it's still visible but shouldn't be present (checked against real hardware just in case).

How to reproduce the issue:
1.Go pretty much anywhere where you can see an object from a distance
2.Move the camera around

Last known version to work:
Never , issue remains unchanged across all version as far as I can tell (only tested SW and DX HW since OGL HW isn't present on some of those)

PC specifications:
Intel i7 4770K
Nvidia GTX 1070 (376.33)
Windows 7x64
