Supports pad buttons (BTN_0 to BTN_9). Does expose itself to libinput, but applications like 'rnote' aren't picking up the button presses yet, despite both 'evtest' and 'libinput debug-events' output effectively matching

I'll soon check up on this PR briefly again for 0.6.7 and if it's not immediately obvious why it's not working I'm gonna move it to next milestone. |

Intends to fix #3074 but doesn't for some reason right now. Will need further investigation inside of
rnote, since it looks like this PR is doing everything correct, according toevtestandlibinput debug-events.
