Fixes issues with some install environment on Windows where OpenTabletDriver has no access to its own folder due to it being placed inside an Admin-owned folder (no write access to a non-elevated user).
An example would be placing OpenTabletDriver inside
C:\Program Files\OpenTabletDriver.
