Describe the bug
If you are able to see bellow the last item of the industry list or town list windows, you can click the space bellow the last item and the game will try to open an industry/town window as if there was another row bellow the last.

To Reproduce

1. Open industry or town list windows
2. Scroll to the bottom of the list
3. Resize the window larger such that you can see bellow the end of the list
4. Click directly bellow the last item of the list

It will either open the window of a seemingly random town/industry, open a town/industry named "(invalid string: 65535)" with no buildings, or crash the game with no dmp file.

Expected behaviour
Nothing should happen.

Additional context
Do not happen in original Locomotion (Steam).
