Describe the bug
When a station is built near a town with enough buildings to accept a cargo, the station will not accept it

To Reproduce
Steps to reproduce the behaviour:

  1. Build a station near a town with large buildings.
  2. Expand the station to cover them
  3. The town will not accept cargoes other than what the station accepted when built.

Expected behaviour
For the town to accept cargoes based on the buildings in the catchment

Additional context
The town accepted food when more bigger buildings were built in the station's catchment area.
