To Reproduce

1. Go to Boulder Breakers
2. Right-click on one of the existing road bridges
3. Click the bulldoze button on the road construction window
4. Profit

Expected behaviour
Roads built by towns should have $0 associated with removing them in general, as with vanilla.

Additional context
What if a tram track owned by your company and a road owned by the town (neutral company) share a bridge? (I wonder if this question could have been what led to road bridge refunds being removed from vanilla in the first place)
