Fixes minor issues in the openfast_io readers and writers, related to MoorDyn and StrucCntl
Related issue, if one exists
Readers would try to read a WaterKin file that didn't exist if WaterKin = 1
OpenFAST would seg fault if WaterKin, IntertialF inputs to MoorDyn are not integers.
