Implement Craft, Equipment and Agent Sales for Organisations with Negative Income #1053

Currently, Organisations with negative income do very little to make themselves turn a profit by selling off assets and adjusting workers in their buildings - this means that once the player smashes enough stuff an organisation goes into a downward spiral of finances with not attempt to rectify the situation

We need to firstly identify how the OG attempts to sort the problem out then try, where possible to improve upon it

Please also bear in mind that some work has already been done on workers in buildings for organisations and any system or changes will need to consider this both for new systems implementation and checking that the existing implementations still work. Please see #916 for further details on current city economy and worker functionality
