The useTag CLI options is currently not used for the library spring cloud for the code generation. This PR fix this issue, what is a breaking change for the spring cloud generator, since the default value is currently always 'false'.
In addition, the api name suffix option is now used. This is optional because the default "Api" is still set.

  ./bin/utils/ensure-up-to-date
  

  Commit all changed files.
• File the PR against the master
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
