thanks for translating Chapter 2 @alirezakkt , greatly appreciated and I will go ahead and merge
There are some Markdown linting warnings, but I will fix those once it is merged
The link checker warnings are not to do with this pull request, so can be ignored for now

Summary :
This pull request introduces the initial Farsi translation for Chapter 2: Foundations.
It adds the main index file for the 02-foundations section in Farsi. This PR also includes a necessary correction to the .gitignore file to properly allow-list the docs/fa/ directory, fixing an issue where new Farsi files were being ignored.
This work is part of the main translation effort tracked in issue #110.
