Deprecate PR labels #460
Description
- Disable PR labels due to change in permissions scope, as per Creating labels seems to require new permission #452, Label-PR is not working as expected. #439, and Error when labeling PR #432.
- Fix empty/prefix during plan -- thanks to @jemc in fix: change counting logic for case of zero changes #461.
- Reorder workflow step determination.
- Bump character limits.
