Acceptance Criteria:
The banner appears at the top of every page across the ONS
The banner includes a concise message about the emergency.
The banner is accessible to screen readers.
It meets GOV.UK accessibility standards (e.g., color contrast, keyboard navigation).
The banner type (notable death, national, or local emergency) can be selected to apply appropriate styling and messaging.
