As a Digital Publisher
I want to display a prominent emergency banner at the top of every page on the website,
So that visitors are immediately informed about critical national or local events that may impact them.

Acceptance Criteria:

  1. The banner can be activated for:
  • A notable death (e.g., a member of the Royal Family).
  • A national emergency (e.g., natural disaster, major incident).
  • A local emergency (e.g., regional flooding, transport disruption).
  1. The banner appears at the top of every page across the ONS

  2. The banner includes a concise message about the emergency.

  3. The banner is accessible to screen readers.

  4. It meets GOV.UK accessibility standards (e.g., color contrast, keyboard navigation).

  5. The banner type (notable death, national, or local emergency) can be selected to apply appropriate styling and messaging.
