This request is to add the new 'read restricted Atlas Users' role (system role, ID 15) to the sec_role table with the associated permissions in the sec_role_permission table. This will allow users of 2.14 WebAPI and Atlas who want to restrict READ permissions to have an appropriate role that they can assign (as admin) to user accounts.
