Description
Design at NuGet/Home#14786.
--frameworkbe alias aware instead of framework aware.dotnet list packageinvalid TFM resolution; does not work when TargetFramework property matches real framework. Home#14339, it is a pragmatic choice since it aligns with dotnet add package, and unlike to affect too many customers.PR Checklist
