Use HttpRequestMessage.Options instead of Properties on net5.0 #9964
Description
dotnet/runtime#39182 marked HttpRequestMessage.Properties as obsolete. Since we treat warnings as errors, this is causing NuGet.Client to fail to compile on new SDKs.
